I think INCLUDE is suitable for transclusion than TEXT.
Because
	TEXT-tag can be nest, like "#include" in C language.
	TEXT-tag will be translate into not only text but also images 
	tables and all kind of what appears in html. 

Last week, I got translating(English to Japanese) software that behaves 
proxy server working in local computer. 
That hands translated html documents to Web browser as a result of
request.
This software made me to believe that implementing transclusion on
proxy-server 
is the best way to experience transclusion first.
(When Andrew proposed some ways to implement transclusion I was hooked
on Java.)
