system dependencies in febe regressions

I forgot to mention that the system dependencies in question should
ALL be localized into the makefiles and the fe/connect* module. I
believe I have successfully kept the *u.cxx and *r.txt files
completely portable. Please let me know when you find out how wrong I
am.
