You're right.  That seems like a logical simplification to me.  The only
drawback is an increase in the complexity of the client, but I think
the tradeoff is probably worth it.  Try designing it with just the three
fundamental operations on the server side and see how it comes out.

Note that Ted and I discussed implementing "Delete" as just a special case
of "rearrange" last year (rearrange to a special destination signifying
"no longer part of this document").  That makes the three fundamental
operations Insert, Transclude and Rearrange.
